BACKGROUND:
Background
The applicant is requesting to rezone two (2) parcels of land for the Fernanda Place Phase 3 subdivision. The rezone would facilitate larger lots than the previous phases and would be zoned R1, Single Family Residential. R1 zoning is the most common zoning within the City and allows for lots of 7,400 square feet and larger. The applicant has supplied a conceptual plan that depicts over 90% of the lots will be 9,000 square feet in size.
There will be a future stub out to the east of the property for future construction in the area, this will allow for a future second means on ingress/egress. There will not be any access points for residents to Osteen Cemetery Road, as the only access is for emergency vehicles only and a crash gate is provided here.
The request is consistent with the Comprehensive Plan, as it follows the Future Land Use designation of Low Density Residential with 2.32 units per acres and is compatible with the connected Fernanda Place phases. The wetlands will be protected, and the applicant will provide the required 25-foot wetland buffer. There is sewer and water capacity with Deltona Water, and Volusia County School Board has provided a capacity letter stating there is adequate workstations for the 27 students this rezone would generate.
