Flexible Density and Live Local Presentation
Ms. Entwistle gave a presentation on Ordinance No. 04-2024, creating Chapter 76:
Affordable Housing of the Land Development Code relating to Affordable Housing
regulations and the Live Local Act.
Ms. Entwistle stated that an Affordable Housing Project Review Committee (AHPRC) will
review all Affordable Housing projects submitted under Chapter 76; 40% of the units must
be affordable for a period of 30 years.
Further discussion occurred regarding Live Local eligibility, Dimensional Requirements,
Residential Densities, and Infrastructure.
There was no vote made for (c) Allowance of Flexibility in Densities for Affordable
Housing strategy.
8. STAFF COMMENTS:
Mr. Hoppa provided Members an Affordable Housing Strengths, Weaknesses,
Opportunities, and Threats (SWOT) analysis exercise from Member Ellis to be completed
by the next AHAC meeting in June.
Ms. Briggs mentioned in 2023 the AHAC recommended that the City reserve 1% of its
annual budget to facilitate and establish a Community Land Trust. She wanted to obtain a
'true' percentage since we are in the budget process.
Ms. Entwistle said a workshop for the Comprehensive Plan update is tentatively scheduled
for Saturday, June 15th.
9. BOARD/COMMITTEE MEMBERS COMMENTS:
Member Armstrong said Ms. Entwistle's presentation was great.
Vice-Chair Wallace-Chin thanked staff.
Commissioner Avila-Vazquez said Ms. Entwistle's presentation was great and that it should
be presented to all City Commissioners.
Vice-Chair Wallace-Chin wanted to remind everyone that it's National Emergency Medical
Services (EMS) week.
