DECORUM POLICY: The City of Deltona has a significant interest in conducting  
orderly and efficient public meetings, which includes preventing disruption,  
promoting civility, and preserving decorum. To that end, behavior which disrupts or  
impedes the efficient and orderly conduct of any public meeting, as determined by  
the Mayor, or presiding officer, or a majority of the City Commission, is not  
permitted. The Mayor, or presiding officer, or a majority of the City Commission, may  
interrupt, warn, or terminate a speaker’s statement when that statement is too  
lengthy, personally directed, abusive, obscene, irrelevant, or otherwise reasonably  
perceived to be a disruption to the fair and orderly progress of the discussion at  
hand. The Mayor, or presiding officer, or a majority of the City Commission, may also  
interrupt any part of the meeting to warn any individual that they are being  
disruptive or otherwise impeding the efficient and orderly conduct of the meeting.  
The Mayor, or presiding officer, or a majority of the City Commission, may require  
any individual to leave a public meeting for its duration if that individual is unable to  
observe this Policy after being warned. Should an individual be required to leave a  
meeting for violating this Policy, that person shall be escorted from Commission  
Chambers by a Volusia Sheriff’s Deputy.

Sheriff Chitwood wishes to recognize the citizens who intervened and

notified law enforcement immediately upon witnessing animal abuse,  
resulting in the arrest of the offender.  
On December 20th 2023, crews from Engine 63, Medic 63, and Tower  
Background:  
65, faced an unprecedented challenge. Tasked with preventing a fire  
from spreading to the second story of a home, they encountered a  
situation unlike any before. Amidst their firefighting efforts, these crews  
faced an active threat from a shooter inside the home, who was  
deliberately setting fires to destroy his property while in an active  
standoff with Sheriff’s deputies.  
Despite the imminent danger, these brave crews remained resolute in  
containing the fire. Once the individual was outside of the structure,  
crews treated him like they would any other patient, and worked  
diligently to provide advanced life-saving measures.  
The outcome of this call could have been very different if it weren’t for  
the support and bravery of the Volusia Sheriff’s Office. These deputies  
protected our firefighters with their armored vehicle, ballistic shields,  
and themselves.  
The City of Deltona is extremely proud of our firefighters and VSO  
deputies. Their teamwork on that day allowed everyone to go home  
safe.

recognize March 18-22, 2024 as Government Finance Professionals’ Week.

6. PUBLIC FORUM: Public comments during Public Forum are limited to items of  
City business that are listed on the Agenda and/or items that are not listed on the  
Agenda. Comments regarding listed Agenda items will take place after discussion of  
each item. Please be courteous and respectful of the views of others. In order to  
address the Commission, citizens must fill out a public participation slip and give it  
to the Deputy City Clerk. All citizen comments are limited to 4 minutes and shall be  
addressed to the Mayor or the Commission as a whole. Members of the City  
Commission shall not enter into discussion or respond to a citizen’s comments  
other than to give directions or to ask for clarification. However, individual  
Commissioners may choose to respond under the "City Commissioner Comments"  
portion of the meeting.  
7. ORDINANCES AND PUBLIC HEARINGS:  
8. OLD BUSINESS:  
A.  
On February 5, 2024, the City Commission approved the overpayment  
to Seefried Industrial Properties in the amount of $622,203.40.  
Pursuant to the recorded Development Agreement for the overall parcel  
(Instrument No. 2021206258), the owner/developer is responsible for  
making a proportionate fair share payment to the City of Deltona in the  
total amount of $889,344.40 for the overall parcel, which is to be used  
toward the improvement of N. Normandy Boulevard. $267,141.00 of  
this $889,344.40 amount is allocable to the Phase 1 is the only portion  
of the overall parcel that has been developed yet, they paid the entire  
proportionate fair share amount ($889,344.40) to the City due to an  
error. This reimbursement will not relinquish the developer’s

responsibility for paying the remaining balance of the overall  
proportionate fair share amount to the City of Deltona as the remaining.  
This was not a budgeted expense in the Final Adopted Annual Budget  
for FY2024 approved by Resolution 2023-49. Florida State Statute  
166.241 8(c) states if the fund is changed, a budget amendment must  
be adopted in the same manner as original budget, which is by  
resolution.

9. NEW BUSINESS:

The double-sided video monitors on the digital monument sign located  
at 415 and Howland no longer work properly. That sign is an older  
model that has outlived its life span and is no longer under warranty.  
The structure of the sign will remain. Only the monitors will be replaced.  
Don Bell Signs has installed the newer monument signs in the City and  
had the lowest bid for monitor replacement.

On February 5, 2024, the City received a resignation letter from Luis M.  
Background:  
Leal who was the City’s representative to the TPO’s BPAC. The City  
has been looking for one (1) individual interested in serving as the  
City’s representative to the TPO’s BPAC. The Committee consists of  
26 voting members made up of private citizens. The BPAC meets in  
the Airline Room at the Daytona Beach International Airport on the  
second Wednesday of each month (except July and December) at 2:00  
p.m.  
The mission of BPAC is to: “Create and implement a regional plan for  
the continuing enhancement and expansion of the bicycle and  
pedestrian network. We will support activities that encourage and  
provide for a safe and balanced transportation system that promotes  
connectivity, mobility, health and an improved quality of life.”  
The City has advertised the vacancy and to date has received  
applications from the following interested individual: Victor Ramos.

11. CONSENT AGENDA: The Consent Agenda contains items that have been  
determined to be routine and non-controversial. If discussion is desired by any  
member of the City Commission, that item must be removed from the Consent  
Agenda and considered separately. All other matters included under the Consent  
Agenda will be approved by one motion. Citizens with concerns should address  
those concerns by filling out a public participation slip and giving it to the Deputy  
City Clerk prior to Consent Agenda items being pulled.

The Fire Department has budgeted capital funds for a data analytics  
software and saved $20,000 by implementing it with fellow county  
departments. We also budgeted $21,000 to purchase software for our  
incident commanders. At this time, this software is not able to integrate

with our air pack software as expected and will not be beneficial. We  
would like to use these budgeted capital funds to purchase a different  
software that will help the department with policies and wellness.  
Lexipol’s software offers a comprehensive library of customizable fire  
department policies tailored to each state's requirements. These  
policies are regularly updated to reflect changes in state and federal  
laws, court rulings, and industry best practices. Additionally, they  
provide a health and wellness policy specifically designed for  
firefighters, addressing the unique challenges of their high-stress  
profession. Lexipol also provides an online training platform featuring  
courses and videos to ensure personnel stay informed about new  
policies and maintain compliance. This training prioritizes high-risk,  
low-frequency scenarios where split-second decisions are crucial. This  
program is used all across the United States, to included Volusia  
County, Deland, and Ormond Beach Fire Departments.  
The Fire Department is also interested in Lexipol’s wellness program,  
due to the invaluable support it offers to our firefighters. Every day, our  
firefighters bravely navigate through challenging situations, witnessing  
scenes that can deeply impact their mental well-being. Constant  
exposure to stress and critical incidents can take a toll over time.  
Moreover, the heightened risk of exposure to carcinogens underscores  
the importance of prioritizing our personnel's health. Lexipol's wellness  
program provides a vital resource for our team, offering direct access  
to a wealth of educational materials, including videos, guides, and  
articles covering over 60 behavioral health topics. With features like  
one-touch calling to peer support, therapists, and chaplains, as well as  
self-assessment tools accessible right from their phones, our personnel  
can proactively address their well-being needs. Additionally, the  
program includes valuable resources on cancer prevention and  
support, along with tailored physical fitness programs, ensuring  
comprehensive support for our firefighters' holistic health.  
Lexipol’s cost-effective solutions will help our department enhance  
accountability, professionalism and safety so we can focus on  
protecting and serving our community. The expected cost of $  
33,004.79 will be for the implantation and a pro-rated cost until  
September 30, 2024. The $29,664.10 annual cost will be requested in  
FY24-25’s operating budget and will be purchased upon commission  
appropriation.
