Commissioner Nabicht requested to add to the agenda a discussion regarding the  
Christmas Parade Route and the Commission concurred.  
The City Attorney recommended moving Item 9-C, the selection of Vice Mayor to the next  
meeting in two weeks. The Charter says it should occur the first meeting after the General  
Election and the General Election is tomorrow.  
Commissioner Nabicht asked if the Commission could vote with an effective date of  
tomorrow and the City Attorney replied the Commission could vote tonight and ratify it at the  
next meeting.  
The Commission concurred to defer Item 9-C, the selection of Vice Mayor, to date  
certain November 17, 2025.

Request for approval of Resolution No. 2025-156 for the agreement with  
Halifax Humane Society for FY 25-26.

Request for approval of Resolution No. 2025-161 authorizing the  
reallocation of CDBG-CARES funds for an Ambulance to be located at  
Fire Station 61 previously approved in October 2024.  
Commissioner Howington stated she had some questions based on the last meeting that  
the Commission just finished. This is basically just picking up the approval for the previous  
transport that was approved. Now this is the one that was denied by the county, is that  
correct?  
The City Attorney replied The City received money from the Cares Act, and this is the  
remainder, and this is a previously approved purchase that we have already allocated  
funding for. This is a legally permissible way to utilize that remainder, and there are some  
limits on how the City can utilize it.  
Commissioner Howington stated her question was not specifically about how we can use it.  
She wants to understand how this work. The Commission just heard that the City was trying  
to buy an extra unit, and the county rejected that. So, what happens if the City buys this unit  
and brings it here and the City cannot use it?  
The Finance Director replied this transport ambulance unit is not the one for the 2025-2026  
budget. This is the one that was a replacement unit approved as part of the 2024-2025  
budget that the City is actually going to be receiving here in the next 30 to 60 days. This is  
from the COVID era, from HUD, CDBG Cares money, the City has $318,000 that is  
remaining that it cannot use any longer because the programs have ceased between the  
county and the City. So, instead of sending that money back, which is sitting in our bank, it  
could be used for certain key items for protecting infectious diseases from spread. The type  
of ambulance units that the City buys here in Deltona has a special clean part of the box  
where the patient care is taken that qualifies. It has been approved by our HUD field office  
that the unit qualifies. So, instead of sending the money back to Washington, the City is  
going to use it for money that it already spent from the general fund to pay for the $318,000.  
So, it is not the one that is on hold pending county approval for the fourth transport. This is  
one of the three units that the City already has within the City.  
Motion by Commissioner Howington, seconded by Commissioner  
Nabicht, to approve Resolution No. 2025-161 authorizing the reallocation  
of the remaining CDBG-CARES funds towards the acquisition of a  
Transport Unit. The motion carried by the following vote:

workshop to become better educated on it before we vote on it and  
implement it, so that when we do implement it, we implement it

The Community Development Services Director gave a brief presentation which included  
Background, Purpose of the Update, Key Updates, Planning & Zoning Board Action,  
Comprehensive Plan Consistency, Staff Recommendation, and Next Steps.

Selection of Vice Mayor.  
This item was deferred to a date certain of November 17, 2025.  
Discussion regarding the Christmas Parade.  
Commissioner Nabicht stated he received several calls and saw quite a bit of comments on  
social media about moving the parade route to Providence Blvd. It has been held on  
Providence Blvd. on a couple of occasions, predominantly parades in the City, historically,  
back from the Mackle days, have been on Deltona Blvd. which has sidewalks on both sides  
of the street. There is ample parking down Justin Square, all the way up through the Deltona  
Plaza on a Friday night at six o'clock. In his opinion, having worked it before, from a public  
safety standpoint, there is considerably less traffic impact to Deltona Blvd. than to the  
Providence Blvd. corridor. You have people coming home from work just getting back into  
Deltona at six o'clock. The Commission just had a whole discussion at the last meeting  
about parking on the swales and stuff, and now we are going to be putting cars in the  
swales. You have no sidewalks in front of City Hall on this side of the street. You are going  
to be parking cars here at City Hall, and it is a lengthy walk for many people from the  
backside of City Hall. He thinks it is probably too late to change things now, but he just  
thinks it is a really poor decision to have it on Providence Blvd. versus where traditionally it  
has been on Deltona Blvd.  
The Commission and City Manager discussed moving the location and the logistics of that,  
staff pushing for the location change, the history of the parade, businesses along the route,  
utilizing side streets, the VSO, and road closures.  
Motion by Commissioner Colwell, seconded by Commissioner  
Avila-Vazquez, to keep the parade right where it is at on Deltona Blvd.  
The Commission and City Manager discussed this being an administrative decision,  
consulting the Commission, commercial business closures, staff willing to change locations,  
disagreeing with some statements made, running the parade on Providence Blvd.,  
receiving calls of excitement, no complaints regarding location in the past (when on  
Providence Blvd.), Deltona Blvd. not being centrally located, looking for alternate routes,  
more participation and making it an all day affair.

10. CITY ATTORNEY COMMENTS:  
The City Attorney requested three (3) executive sessions. There are three cases that are  
pretty active right now, and she needs to meet with the entire Commission. Our intent is to  
do them in 20-minute intervals before the next meeting. So, start at five o'clock on the 17th,  
20 minutes, 20 minutes, 20 minutes and end at six o’clock. We may end up having to  
readjust that, but we would like to request the executive sessions, and we'll work with the  
staff and the Clerk to get them all on the books.  
The Mayor asked for the sake of time, can we make sure that when we schedule those  
executive sessions the Commission and staff have enough time to get seated for the public  
forum at six o’clock.  
The City Attorney replied we can definitely work with the Clerk and staff to get them so there  
is a 10-to-15-minute gap. The first one is Damian Anson, et al., vs. City of Deltona which is  
in the middle district and federal court Case Number 6:23-cv-00766-JSS-LHP. The second  
one is Stacey Kifolo vs. City of Deltona which is the seventh Judicial Circuit Case Number  
2023-11761-CIDL. The third one is John Peters vs. City of Deltona which is in the Seventh  
Judicial Circuit Case Number 2023-11849-CIDL.  
11. CITY MANAGER COMMENTS:  
The City Manager stated he is glad to announce one of the biggest rating companies, Fitch  
Ratings, has upgraded the City of Deltona utility systems revenue bond rating from A+ to  
AA-. So, the City has actually upgraded to reflect a very strong financial profile and very  
strong operating risk profile. So, it is a step up and perfect, of course, is triple AAA+. So,  
the City is working its way up to a AAA+ which is good for our City and shows a better bond  
rating for the future.  
12. CITY COMMISSION COMMENTS, REQUESTS & REPORTS:  
Commissioner Nabicht spoke about the holiday parade and the improvement in the bond  
rating.  
Commissioner Howington spoke about SNAP (Supplemental Nutrition Assistance  
Program) funding, food banks and The Lighthouse Pentecostal Church of Christ and Pastor  
Zechariah Henry.  
Commissioner Avila-Vazquez spoke about a turkey give-a-way, the effects of the  
government shutdown, SNAP funding, daycares closing down or limiting hours, VSO  
(Volusia Sheriff's Office) fundraiser, and prayers to those in Jamaica and the Caribbean.  
Commissioner Santiago spoke about Deltona Wolves 14U Division, Rotary Club Basket  
Brigade, and she provided an update on the crosswalk at Howland Blvd. and Wolf Pack  
Run.  
Vice Mayor Heriot spoke about the Halloween events, Celtic/Highland Festival, and  
Wreaths Across America.  
Vice Mayor Heriot requested a consensus to pause the enforcement of the  
commercial vehicle regulations Ch. 66-18. The same chapter that the  
Commission paused enforcement on with the right-of-way parking until we can  
get a traffic engineer to help us go through it and access that and the  
Commission concurred with the exception of Commissioner Colwell.  
Vice Mayor Heriot spoke about the threshold of traffic safety issues and future parade  
routes.  
Mayor Avila spoke about the implementation of ORC (Ordinance Review Committee).  
Mayor Avila requested a consensus to discuss the Deltona William S. Harvey  
Scholarship Advisory Board at a workshop and the Commission concurred with  
the exception of Commissioner Howington.  
Mayor Avila spoke about a turkey give away, plazas having potholes, and parking in fire  
lanes.  
Commissioner Nabicht spoke about coordinated sweeps.  
Commissioner Howington spoke about neighborhood fire lanes and educating residents.
