The meeting was called to order at 5:30 p.m. by Mayor Avila.

A.  
Presentation on Water, Wastewater, Irrigation and Reclaimed Utility  
Rates by Staff  
The Deputy Utility Director gave an update on the AMI project.  
The Commission and Deputy Utility Director spoke about meter status, APP and resident  
portal, and alarms.  
The Deputy Utility Director gave a Water and Wasterwater Rate Study Workshop  
PowerPoint Presentation and he referenced nine poster boards around the room as well as  
sample pipes that he provided.  
The City Commission and Deputy Utility Director spoke throughout the presentation about  
pharmaceuticals, sewer to septic assistance, commercial regulations, dual checks, Fisher  
Plant Interlocal Agreement with Volusia County, back flow preventers, standards and  
continuity, reclaim water availability, surface water project, costs and processes for wells,  
storage capacity, gravity feed system and above ground tanks, and recharging the aquifer.  
The Finance Director gave a brief PowerPoint Presentation on the rate design.  
The Commission, Finance Director, Deputy Utility Director, Public Works/Deltona Water  
Director and Bryan Mantz with GovRates Inc. spoke throughout the presentation about  
bonds, Fitch renewal, how projects work, business usage, rate structure (bulk rate),  
surrounding utilities and regional projects, reclaimed interconnect, maximizing rates to  
outside customers, acquiring Del North, explanation of base rate, blended approach, selling  
the utilities, and utility rates.  
5. PUBLIC COMMENTS: (3 minutes maximum length per speaker)  
The Mayor opened the public comments and residents addressed the City Commission.  
6. CITY MANAGER COMMENTS:  
Mayor requested another workshop on the utility rates only and City Manager replied he will  
schedule something, just on the water rates.  
7. ADJOURNMENT:  
There being no further business, the meeting adjourned at 7:33 p.m.
