1. CALL TO ORDER:  
The meeting was called to order at 5:52 p.m. by Mayor Avila.

The Community Development Services Director gave a brief explanation of the item and he  
introduced Edward Ng and Diana White with The Corradino Group went over the agenda  
topics for the meeting and gave a PowerPoint Presentation.

Review  
The Commission, staff and The Corradino Group discussed on street parking vs.  
right-of-way parking, crash data, the purpose of the data and it being insignificant, clustered  
data, annual average traffic data and online data, pedestrian interaction, crash report  
documentation, what areas were studied, off street parking and right-of-way parking, and  
HOA (Homeowners Associations) neighborhoods.  
The Corradino Group continued with the PowerPoint Presentation.

The Commission, staff and The Corradino Group discussed converting the City to a large  
HOA, swale parking, commercial vehicle parking, considerations/recommendations, LDC  
(Land Development Code), new development and wider streets.  
The Corradino Group continued with the PowerPoint Presentation.

Chapter 66 - Parking Ordinances Review - Preliminary Review of  
Potential Chapter 66 Edits/Discussion of Options  
The Commission, staff and The Corradino Group discussed times of violations, Code's  
operational hours, future development, safety, designated parking, modified commercial  
vehicles, HOA rules, City maintained and owned roads, speeding deterrents, vacant lot  
parking, educating residents, driveway extensions and permit application, guest parking,  
additional front yard parking, parking behind the house, gatherings and lawn services, over  
restrictions, ramifications of actions, structure fires and wildfires, aesthetics, giving clear  
guidance, GVW (Gross Vehicle Weight), long term problem, holding an HOA forum,  
neighborhood density and requirements, being proactive, turn radius, semi trucks, having  
another workshop with key staff, and enforcement.  
5. PUBLIC COMMENTS: (3 minutes maximum length per speaker)  
The Mayor opened the public comments and residents addressed the City Commission.  
6. CITY MANAGER COMMENTS:  
The City Manager stated he thinks it was a very good meeting, listening to a lot of  
comments from the citizens as well as the Commissioners. He thinks it is a hot item that the  
Code Compliance Manager and the staff have been dealing with for years so hopefully this  
leads to some great direction by the Commission to get ahead of this after all these years.
