The meeting was called to order at 5:30 p.m. by Mayor Avila.

A. Workshop - Chapter 66 Parking Ordinances Review  
Edward Ng with Corradino Group gave a brief presentation to include Updated Crash  
Review, Parking Restrictions, Recreational/Commercial Vehicles, Guest Parking, Service  
Vehicle Parking, Long-Term City Programs, Centralized Comm/Industrial Parking, and SB  
(Senate Bill) 180.  
The Commission, Mr. Ng and the City Attorney discussed parking restrictions, the crash  
map, current lot sizes, fire safety, storage units, code compliance, standards, street and  
right-of-way parking, Fire Wise, new development and existing developments, and swales.  
Commissioner Nabicht proposed going out for RFP (Request For Proposal) for a towing  
company to include towing City vehicles for maintenance, for Code Enforcement issues, for  
subdivisions "tow and go". Also, tow vehicles that do not meet the size requirements, no  
parking on the street and no semi truck parking in City. Allow parking on swales and on a  
case by case basis lay down rock. No mobile home parking unless lot is more than an acre  
and boat parking depends on the size.  
The Commission, City Attorney and City Manager discussed one way streets, flooding  
and/or standing water, to many regulations, HOAs, private roads, emergency services,  
Development Agreement (DA) requirements/conditions of approval, ordinance changes,  
stationary vehicles, accidents and the City's responsibility.  
Commissioner Heriot proposed adding concrete driveway extensions to the no permit cost  
component and it should not be the taxpayers responsibility to pay for paving over the  
swales. Create a process for residents to come together to create an MSTU (Municipal  
Service Taxing Unit) or whatever mechanism and it needs to be done on a block by block  
basis.  
The Mayor opened the public comments and a resident addressed the City Commission.  
The Community Development Services Director requested a consensus for each of the  
options.  
The majority of the Commission concurred to move forward with roadway widths  
and design.  
The majority of the Commission concurred not to move forward with regulating  
parking based on the curvature of the road.  
The majority of the Commission concurred not to move forward with regulating  
parking based on lot size, 30 feet.  
The majority of the Commission concurred to move forward with regulating  
parking based on keeping things clear like debris and fire hazards.  
The majority of the Commission concurred not to move forward with regulating  
parking with a privatized program for swales to a parking conversion.  
The majority of the Commission concurred to move forward with regulating  
parking providing rules for service vehicles.
