1. CALL TO ORDER:  
5:00 PM

The meeting was called to order at 5:00 p.m.

3. APPROVAL OF MINUTES & AGENDA:  
A. AHAC minutes of October 21, 2025  
Motion by Member Amoroso, seconded by Vice-Chairman  
Wallace-Chin, to approve the AHAC minutes of October 21, 2025, as  
presented. The motion carried unanimously.  
4. PRESENTATIONS/AWARDS/REPORTS:  
Mr. Hoppa advised all members will be receiving a packet containing AHAC related items.  
Mr. Hoppa also pointed out the location of restrooms and snack machines for new  
members.  
Both staff and committee members provided a brief overview of themselves to the group.  
Member Hayes arrived at 5:14 p.m.  
5. PUBLIC FORUM: Public comments shall be limited to items on the agenda and  
shall not exceed three minutes. Please be courteous and respectful of the views of  
others. Personal attacks on Committee/Board members, City staff or members of the  
public are not allowed and will be ruled out of order by the Chair.  
Chair Jodi Peña-Castaldi opened and closed Public Forum as there was none.  
6. OLD BUSINESS:  
None.  
7. NEW BUSINESS:  
A.  
Elections for Chairperson and Vice-Chairperson.  
Chair Peña-Castaldi handed the gavel over to Mr. Hoppa.  
Mr. Hoppa asked for nominations for Chairperson.  
Nominations for Chairperson included Member Peña-Castaldi (6-For), Member Pizarro  
(2-For), and Member Wallace-Chin (1-For).  
Motion by Member Amoroso to nominate Member Peña-Castaldi as  
Chairperson, seconded by Member Somerville. The motion carried by  
the following vote:  
For: 9 -  
Chair Pena-Castaldi, Vice Chair Wallace-Chin, Member  
Amoroso., Member Griffin, Member Hayes, Member Hill, Vice  
Chair Pizarro, Member Somerville and Member Weeden  
Mr. Hoppa passed the gavel to Chair Peña-Castaldi.  
Chair Peña-Castaldi asked for nominations for Vice-Chairperson.  
Nominations for Vice-Chairperson included Member Pizarro (4-For), Member  
Wallace-Chin (3-For), and Member Griffin (2-For).  
Motion by Member Griffin to nominate Member Pizarro as  
Vice-Chairperson, seconded by Member Hill. The motion carried by the  
following vote:

B.  
Election to hold AHAC meeting quarterly.  
Discussion occurred regarding having quarterly meetings with the option to have additional  
meetings as necessary to discuss AHAC strategies, LHAP, and the 2026 Annual Report,  
for example.  
Member Armstrong arrived at 6:00 p.m.  
The next AHAC meeting would be on Tuesday, April 21, 2026 at 5:00 p.m. with the location  
TBD.  
Motion by Member Griffin to have quarterly meetings with the  
understanding of additional meetings as necessary, seconded by  
Member Hill. The motion carried by the following vote:  
For:10 -

8. STAFF COMMENTS:  
Ms. Entwistle stated there will be a third Comprehensive Plan workshop at The Center on  
March 23, 2026 at 5:30 p.m.  
Ms. Rodriguez-Garcia mentioned the housing section on the city's website has been  
updated.  
Mr. Hoppa mentioned for Members to pick up their AHAC packets before they leave.  
9. BOARD/COMMITTEE MEMBERS COMMENTS:  
Vice-Chair Pizarro thanked everyone for welcoming her.  
Member Hill thanked everyone.  
Member Hayes said she would like members to contribute as much as they can.  
Member Griffin encouraged everyone to look at personal ways to contribute to  
homelessness.  
Member Amoroso appreciates the board and staff for their endeavors.  
Member Wallace-Chin thanked staff and board members and recommends reading The  
Book on Ending Homelessness by Iain De Jong.  
Member Armstrong was thrilled to see all the members on the Committee.  
Member Weeden thanked the group for the opportunity and the ability to make an impact in  
the community.  
Member Somerville thanked the group for the opportunity.  
Chair Peña-Castaldi thanked staff and looks forward to contributing to the future of  
affordable housing in Deltona.
