1. CALL TO ORDER:  
5:30 PM  
Deltona Commission Chambers  
The meeting was called to order at 5:30 p.m. by Mayor Avila.

4. DISCUSSION ITEMS:  
A.  
Discussion for Ordinance No. 28-2025 Lobbyist Registration, Lobbying  
Disclosures, and Payment of Fees.  
The City Attorney gave a brief explanation of the item and he gave the definition of  
"Lobbying and Lobbyist".  
The Vice Mayor arrived at 5:33 p.m.  
The Mayor opened and closed the public comments as there were none.  
Commissioner Howington arrived at 5:35 p.m.  
The Commission, City Attorney and City Manager discussed consultants and including  
that language, conducting lobbyist activities, more burden on elected officials, other  
county ordinances, elected official penalties, applying to anyone associated to a project,  
what the City is trying to do, not regulating the City's lobbyist, creating transparency,  
putting the onus on the lobbyist only, those not required to register, putting fines on  
projects, the ordinance needing more teeth, principles and attorneys being lobbyists,  
excessive fees, indirect and direct ownership excessive, examples of what does not get  
tracked, lobbyist versus constituents, maintaining a log for projects, legislative model,  
clear definitions, how to make the ordinance effective, the burden being on the lobbyist,  
categories of individuals who register and do not pay, perception of outside influence, a  
land owner or developers being principles, land owners not registering, including  
principles, and zoned/platted infill lots.  
The majority of the Commission concurred to have just the lobbyists maintain the  
lobbyist contact logs with Commissioners Lulli, Colwell and Howington against.  
After discussion, the Commission was split with regards to the $525 registration fee and  
the City Attorney is to bring back options for the Commission to consider.  
Commissioner Lulli left the meeting at 6:38 p.m.  
B.  
Discussion regarding the City Commission Operating Guidelines &  
Meeting Rules and Procedures.  
The City Manager gave a brief explanation of the item.  
The Mayor opened the public comments and residents addressed the City Commission.  
The Commission and City Attorney discussed conducting business, addressing  
government, meetings being a limited forum, regular review of policy, educating newly  
elected officials, public comment times, past elected official training, keeping the current  
policies, redundancies and length, restricting elected officials' speaking time, disorderly  
conduct at meetings, use of cell phones, and personal attacks.  
The Commission concurred to change the public forum to 3 minutes across the  
board for all meeting types.  
The Commission, City Attorney, City Manager and City Clerk discussed electronic  
communications during public meetings and Sunshine Law, removing redundancy,  
redlined/strikethrough version, policy renewal, and doing research on cell phones.
