1. CALL TO ORDER:  
4:30 PM  
2nd Floor Conference Room  
EXECUTIVE SESSION  
The meeting was called to order at 4:30 p.m. by Vice Mayor Heriot.  
2. ROLL CALL – CITY CLERK:

Absent:1 - Mayor Avila  
3. PLEDGE TO THE FLAG:  
4. BUSINESS:  
Private meeting with legal counsel for an update on :  
Stacey Kifolo vs. City of Deltona 2023-11761-CIDL  
John Peters vs. City of Deltona 2023-11849-CIDL  
Damian Anson, et al., vs. City of Deltona 6:23-cv-00766-JSS-LHP  
i. Mayor announces the commencement of the Executive Session with  
an estimated length of up to one and a half hours.  
Vice Mayor announced that the Executive Session will be divided into three (3) separate  
sessions.  
ii. Mayor announces the names of each Commissioner in attendance,  
the City Manager Doc Dougherty, Deputy City Manager Robin Hayes, City  
Attorneys Gemma Torcivia and Zack Good, Attorney Susan Gainey with  
Ruper Townsend & Sutphen, and Attorney Dale Scott with Tessitore Mari  
Scott, PLLC.  
iii. Mayor closes the session to the public.  
The Vice Mayor Heriot closed the Executive Session to the public at 4:33 p.m. and he  
asked that anyone who should not be present to exit the room at this time.  
iv. Discussion of pending litigation.  
v. Mayor announces the termination of the Executive Session.  
vi. Mayor reopens the meeting.
