2025-2026 Domestic Violence Partnership of Volusia County  
Overview.  
Background:  
First Step Shelter is the largest homeless shelter in Volusia County for  
single adults. The mission of the First Step Shelter is to assist  
homeless, single adult men and women, who have the potential to  
stabilize their life and live independently, to move from homelessness to  
housing.

The City of Deltona has reached a tentative Collective Bargaining  
Agreement with The International Association of Fire Fighters Local  
2913. This agreement has been reviewed by both parties’ legal teams,  
the City Manager, and has been ratified by The International  
Association of Fire Fighters Local 2913 and is ready for review and  
approval by the City Commission. This proposed contract will be valid  
from October 1, 2025, through September 30, 2026.

The purpose of this annual Agreement is for the City of Deltona and  
Team Volusia Economic Development Corporation to continue to  
support and implement a program of economic and business  
development as well as expansion within the City of Deltona and  
throughout Volusia County to enhance the economic well-being of the

citizens of the City of Deltona and Volusia County.

The City of Deltona, through the Coronavirus State and Local Fiscal  
Recovery funds program authorized by the American Resource Plan  
Act was a recipient of funding authorized for two projects, including the  
Lake Windsor Pump Station project.  
Background:  
Currently, there is an anticipated balance of ARPA funding of $1.2M  
that will be allocated to this project for design, engineering, permitting &  
construction. This will bring the total available budget for this project to  
approximately $2.8 million.  
The Scope of Work & Task Authorization prepared by Pegasus  
Engineering is for design, engineering & permitting.  
The existing Stormwater Forcemain in this area was inherited from  
Volusia County when the City was incorporated nearly 30 years ago.  
The majority of the forcemain runs behind properties along Cottondale  
Drive & Covington Drive. The forcemain has exceeded its useful life  
and replacement is needed to avoid any failures when utilized. The age  
of the existing, 12-inch asbestos coated PVC forcemain as well as the  
precarious alignment behind approximately 45 homes, the  
determination of the City is to install a new stormwater forcemain and  
abandon the existing stormwater forcemain.  
This project not only replaces the aging infrastructure but proposes  
relocating the infrastructure to the right of way of Courtland Boulevard.  
This relocation provides improved access for maintenance and repair  
and removes potential damage to residential homes in case of any  
infrastructure failures.

Per the City Commission Operating Guidelines & Meeting Rules and

Procedures adopted by the City Commission “Any group or  
organization, other than staff, wishing to make a presentation to the City  
Commission must submit their request to the City Manager and obtain  
Commission approval to have the item placed on the next available City  
agenda.” Also, all documentation to be presented must be submitted to  
the City Clerk by 5:00 p.m. on the Thursday eleven (11) days prior to the  
regular meeting.

9. ORDINANCES AND PUBLIC HEARINGS:  
A.  
Following direction provided by the City Commission at the April 21,  
2025 and June 6, 2025 Regular Meetings, as well as the August 11,  
2025 Commission Workshop, the City Attorney’s Office prepared an  
ordinance establishing rules, requirements, and restrictions for  
lobbyists and others seeking to influence the actions and decisions of  
the City Commission or other final decision-makers within the City.  
Background:  
The City Attorney's Office has proposed three options for Lobbyist  
Registration fees based on a survey of jurisdictions throughout Florida  
and seeks direction from the City Commission in order to incorporate  
the proper fees for second and final reading: (1) $50.00 annually plus  
$20.00 for each additional principal (matching the State Legislature);  
(2) $100 annually plus $50.00 for each additional principal; and (3)  
$250 annually plus $250 for each principal represented.  
B.  
On March 3, 2025, the City Commission adopted Ordinance No.  
05-2025, which increased the minimum lot size for Planned Unit  
Developments (PUDs) from one acre to five acres. Staff now proposed

to reinstate the one acre minimum to provide greater flexibility in site  
design and development, and to update the Permitted Use Table to  
clearly define allowable uses within PUD districts. At first reading, the  
Commission voted 4-2 in favor of these changes. The amendments are  
intended to support a wider range of development opportunities and  
ensure consistency with the City’s Comprehensive Plan. Staff  
recommends approval of Ordinance No. 34-2025 at second and final  
reading.  
C.  
Ordinance No. 30-2025 amends Chapter 74 of the Land Development  
Code to comply with Senate Bill 784 (2025). The ordinance designates  
the Planning and Development Services Director as the administrative  
authority for plats and replats, per SB 784, shifting approval from the  
City Commission to staff as required by law. It also clarifies approval  
responsibilities for other development applications, establishes an  
Urban Infill Redevelopment Program to promote reinvestment in small  
or underutilized lots, and expands citizen participation meeting  
notifications from 300 to 500 feet. The Planning and Zoning Board  
recommended approval 7-0. Staff recommends approval at first  
reading.

At the November 18, 2024, Regular Commission Meeting the  
Commission appointed Commissioner Luli as the the River To Sea  
Transportation Planning Organization (R2S TPO). Commissioner Lulli  
resigned as Deltona District 6 Commissioner and the Commission will  
need to appoint a replacement.

assistance to physically handicapped persons in lieu of the construction or use of  
ramps or other mechanical devices in order to comply with Florida law. If proper  
accommodations for handicapped access cannot be made at a particular public  
meeting venue pursuant to a timely written request under Section 286.26 F.S., the  
City Manager shall change the venue of that meeting to a location where those  
accommodations can be provided.  
DECORUM POLICY: The City of Deltona has a significant interest in conducting orderly and efficient  
public meetings, which includes preventing disruption, promoting civility, and preserving decorum. To  
that end, behavior which disrupts or impedes the efficient and orderly conduct of any public meeting, as  
determined by the Mayor, or presiding officer, or a majority of the City Commission, is not permitted.  
The Mayor, or presiding officer, or a majority of the City Commission, may interrupt, warn, or terminate  
a speaker’s statement when that statement is too lengthy, personally directed, abusive, obscene,  
irrelevant, or otherwise reasonably perceived to be a disruption to the fair and orderly progress of the  
discussion at hand. The Mayor, or presiding officer, or a majority of the City Commission, may also  
interrupt any part of the meeting to warn any individual that they are being disruptive or otherwise  
impeding the efficient and orderly conduct of the meeting. The Mayor, or presiding officer, or a majority  
of the City Commission, may require any individual to leave a public meeting for its duration if that  
individual is unable to observe this Policy after being warned. Should an individual be required to leave a  
meeting for violating this Policy, that person shall be escorted from Commission Chambers by a  
Volusia Sheriff’s Deputy.  
PUBLIC FORUM: Public Forum will begin at 6:00 PM at the start of each regular meeting and will  
conclude after 30 minutes. Comments during Public Forum are limited to items of City business that  
are listed on the Agenda and/or items that are not listed on the Agenda. Comments regarding listed  
Agenda items will take place after discussion of each item. Please be courteous and respectful of the  
views of others. In order to address the Commission, citizens must fill out a public participation slip and  
give it to the Deputy City Clerk. All citizen comments are limited to 4 minutes and shall be addressed to  
the Mayor or the Commission as a whole. Members of the City Commission shall not enter into  
discussion or respond to a citizen’s comments other than to give directions or to ask for clarification.  
However, individual Commissioners may choose to respond under the "City Commissioner  
Comments" portion of the meeting.  
CONSENT AGENDA: The Consent Agenda contains items that have been determined to be routine  
and non-controversial. If discussion is desired by any member of the City Commission, that item must  
be removed from the Consent Agenda and considered separately. All other matters included under the  
Consent Agenda will be approved by one motion. Citizens with concerns should address those  
concerns by filling out a public participation slip and giving it to the Deputy City Clerk prior to Consent  
Agenda items being pulled.
