Special City Commission Meeting

Monday, November 11, 2024

1. CALL TO ORDER:

9:00 AM

Deltona Commission Chambers

The meeting was called to order at 9:00 a.m. by Mayor Avila.

2. ROLL CALL – CITY CLERK:

Commissioner Avila-Vazquez

Commissioner Colwell

Commissioner Heriot

Vice Mayor JodyLee

3. INVOCATION AND PLEDGE TO THE FLAG:

Invocation by Deltona Fire Department Chaplain Alvarez, the

presentation of colors by the Deltona Fire Department Honor Guard and

National Anthem by Yaya Santos.

4. BUSINESS:

Request for approval of Resolution No. 2024-40, ratifying the results of

the Primary held on August 20, 2024, and General Elections held on

November 5, 2024.

Motion by Commissioner Avila-Vazquez, seconded by Commissioner

Colwell, to adopt Resolution No. 2024-40. The motion carried by the

following vote:

For: 5 -

Mayor Avila, Commissioner Avila-Vazquez, Commissioner

Colwell, Commissioner Heriot, and Commissioner Shimkus

5. CEREMONIAL MATTERS:

A. Recognition of outgoing Commissioner.

The Mayor presented plaques to the outgoing Commissioners in recognition of their years of

service to the City of Deltona.

Swearing in of newly elected City Commissioners.

The City Clerk administered the Oath of Office to the newly elected Commissioners.

Selection of Vice Mayor.

Motion by Commissioner Avila-Vazquez, seconded by Commissioner

Heriot, to appoint Commissioner Colwell as Vice Mayor for the next

year.

The motion failed by the following vote:

For: 3 - Commissioner Avila-Vazquez, Commissioner Colwell and Commissioner Heriot

Against: 4 - Commissioner Howington, Commissioner Lulli, Commissioner Santiago and

Mayor Avila

Motion by Commissioner Howington, seconded by Commissioner Lulli,

to appoint Nick Lulli as Vice Mayor for the next year. The motion failed

by the following vote:

Against: 4 - Commissioner Avila-Vazquez, Commissioner Colwell, Commissioner Heriot

Colwell, to appoint Commissioner Heriot as Vice Mayor for the next

year. The motion carried by the following vote:
