BACKGROUND:
Background
The City Commission established the Ordinance Review Committee (ORC) through Resolution No. 2025-51 to conduct a comprehensive, advisory review of the City’s Code of Ordinances. The Committee consists of seven members appointed by the Mayor and Commissioners, with a 12 month sunset unless extended. The FY 2025-2-26 Budget includes $75,000 to support ORC activities.
With the City’s Comprehensive Plan Update anticipated for adoption in September/October 2026, staff seeks Commission guidance on:
- Timing: Should the ORC convene immediately or after the plan is adopted?
- Scope: Focus initially on non-LDC ordinance or include broader LDC amendments post-Plan adoption?
- Consultant Collaboration: Should the ORC coordinate with the Comprehensive Plan consultant to align ordinance review with upcoming Plan policies?
