Title
The City of Deltona has been working with the Florida Division of Emergency Management (FDEM) to obtain a grant for the elevation of a portion of Catalina Boulevard that was flooded during Hurricanes Ian, Nicole and Milton. This impact resulted in Catalina Boulevard being closed for an extended period of time during all three hurricanes. FDEM requires a resolution that authorizes the City Manager to sign the Federally Funded Subaward and Grant Agreement Number H1138 Project Number 4673-147-R.

BACKGROUND:
Background
The impacts of Hurricane Ian & Nicole resulted in unprecedented flooding that impacted Catalina Boulevard, near Sixma Road. This impact required the roadway to be closed for several months. Catalina Boulevard is a primary roadway in the City and the extended roadway closure forced both emergency responders and residents to drive upwards of 9 miles to get around the closure.
This grant provides funding for Phase I - engineering, design, permitting and surveying to determine the best avenue for elevation of the roadway. HMGP grants are a 75/25 split with the City responsible for $68,929.25 and the Federal Share obligation is $206,787.75.
This grant also awards the City Sub-Recipient Management Costs in the amount of $13,785.85 in Federal Funding. This funding is to assist Sub-Recipients (City of Deltona) to efficiently manage the grant and complete activities in the period of performance as agreed upon.
