BACKGROUND:

Background

The City of Deltona receives annual Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). As a condition of receiving these funds, HUD requires the City to adopt an Annual Action Plan each year identifying the projects and activities to be funded.

The proposed 2026-2027 Annual Action Plan allocates approximately $544,044 in CDBG funding for eligible public facilities, infrastructure improvements, public services, broadband expansion, and program administration. As part of the plan, the City accepted and evaluated five (5) Public Service applications in accordance with HUD requirements and the City’s evaluation criteria.

The Ranking and Review Committee recommends the following Public Service awards:

New Hope - Hands of Hope Housing Assistance ($16,640.39)

Council of Aging - Deltona Neighborhood Senior Center ($15,694.62)

The Neighborhood Center of West Volusia ($17,225.87)

Boys & Girls Club of Volusia/Flagler Counties ($17,045.82)

Early Learning Coalition of Flagler & Volusia Counties, Inc. ($15,000)

Approval of Resolution No. 2026-52 will adopt the 2026-2027 Annual Action Plan, approve the Public Service awards, and authorize submission of the required documents to HUD.
