BACKGROUND:

Background

This project is a 50/50 cost share agreement, and funding is budgeted in the FY26/27 Budget.  In December 2025, staff presented the original agreement for this project under Resolution 2025-160, which the City Commission approved in the total project amount including construction of $845,575.

 

Amendment No. 1 identifies the cost of design services for the project in an amount of $238,835.50.  Volusia County selected the firm of Drummond Carpenter in May 2026 as the engineering firm to provide the design services.  The total project cost estimate remains at $845,575.

 

The intersection of Elkcam Boulevard and Lake Helen Osteen Road has historically been adversely impacted by nuisance flooding.  The topography of the area has the intersection at the bottom of a bowl.  Although the water typically dissipates in a short time-period it can create hazardous driving conditions.
