BACKGROUND:
Background
Funding of this project is available in contingency funds for wastewater as approved for FY 25/26 by the City Commission. The Oxidation Ditch at the Fisher Wastewater Plant is rated to process 500,000 gallons of wastewater per day. This accounts for approximately 35% of the rated 1.4 Million Gallons Per Day capacity of the plant. The oxidation ditch uses two (2) brush rotors that are approximately 35 feet long to create velocity in the process and are required to operate. One of the brushes is inoperable and the other is very close to failure. This repair is required to maintain operations. This work is very specialized with a limited amount of contractors available to perform this type of work. A scope of work was prepared and advertised on Demand Star. A mandatory prebid was held on 5/28/2026 in which only one contractor was present. Bids were submitted on 06/17/2026, in which one bid was received. McMahan Construction CO, Inc. was the qualified low responsive bidder.
