BACKGROUND:
Background
The applicant is requesting approval of a Proportinate Fair Share Agreement for Howland Marketplace, located generally northwest of Forest Edge Boulevard and Howland Boulevard. The property was approved in 2022 as the Howland Boulevard Marketplace Business Planned Unit Development (BPUD) and has since been developed with commercial and retail uses.
A Traffic Impact Analysis (TIA) identified a proportionate fair share obligation of $207,196.63. After applying a Volusia County Transportation impact fee credit of $20,697.60, the amount due is $186,499.04. The Agreement provides for payment to Volusia County to address the project’s transportation impacts.
Volusia County will determine the timing and construction of the roadway improvements. The Agreement requires approval by the City Commission and Volusia County Council and will be recorded in the Public Records of Volusia County at the Developer’s expense.
