BACKGROUND:
Background
The applicant is requesting approval of a Proportionate Fair Share Agreement for the proposed Culver’s located at 3095 Howland Boulevard. The Development Review Committee approved the Final Site Plan on January 9, 2025, and the project is currently under construction with an anticipated opening in November 2026.
The agreement satisfies the project’s transportation concurrency requirements by requiring the applicant to pay $169,790.84 to Volusia County prior to issuance of a Certificate of Occupancy. The applicant has also paid the required transportation, fire and law enforcement impact fees.
Approval of the agreement will satisfy the project’s transportation concurrency requirements and allow the project to proceed toward completion.
