BACKGROUND:

Background

The City of Deltona receives annual funding through the State Housing Partnership (SHIP) Program administered by the Florida Housing Finance Corporation. To remain eligible for SHIP funding, the City must maintain an approved Local Housing Assistance Plan (LHAP), which establishes the City’s housing strategies and program requirements for administering SHIP funds. The current 2025-2028 LHAP was approved by the City Commission through Resolution No. 2025-66.

 

The proposed Substantial Revision updates the 2025-2028 LHAP to add a Manufactured Housing (Mobile Homes) strategy required by state law. The new strategy provides assistance for eligible manufactured housing relocation, temporary lot rent assistance, and rehabilitation or emergency repairs. Approval of the revision will authorize submittal of the revised LHAP to the Florida Housing Finance Corporation and allow the City to continue administering the SHIP Program.
