BACKGROUND:

Background

The City Commission previously adopted Ordinance No. 34-2025, which amended Section 110-319 of the Land Development Code related to Planned Unit Developments (PUDs). Staff is now recommending additional refinements to further improve the PUD regulations. The key changes include reducing the minimum lot size for PUDs to one acre, which provides greater flexibility in site design, allows for more creative and efficient land use, and encourages smaller scale projects that are compatible with surrounding neighborhoods. This change also expands opportunities for infill and redevelopment projects in areas where larger parcels are not available. In addition, updates to Table 110:10 – Permitted Use Table – will clarify which uses are allowed in PUD zoning districts, improve consistency with the Code, and reduce ambiguity during the review process. These amendments are intended to support high quality, context sensitive development consistent with the City’s Comprehensive Plan. On August 20, 2025, the Planning and Zoning Board voted unanimously (7-0) to recommend approval of these changes. Staff also recommends approval of Ordinance No. 34-2025 at first reading.
