BACKGROUND:

Background

The City of Deltona adopted Ordinance No. 29-2025 imposing a temporary moratorium on June 30, 2025. On November 4, 2025, the attorney for Howland Holdings Group LLC sent correspondence to the City alleging that the City’s moratorium is prohibited pursuant to SB 180. The City Attorney’s Office is seeking direction from the City Commission if action is required.
