BACKGROUND:
Background
U S Department of Housing and Urban Development (HUD) requires the CAPER be submitted annually to remain federal grant compliant. The CAPER is a summary of the City activities and accomplishments under Title 24 of the HUD funded Community Development Block Grant (CDBG) program. The purpose of the report is to document proper use of HUD funds by the City for activities and projects accomplished within a HUD program year (PY). For this PY activities include the social service activities, elder care assistance, childcare subsidies, after school and mentoring assistance, rent and utility assistance, CARES expenditures and administration by staff of grant activities.
The CAPER is associated with the Five-Year Consolidated Plan (Con Plan), which establishes strategic goals for CDBG activities listed in the 2022-2023 Annual Action Plan (AAP). The AAP documents the appropriate spending of grant funds and highlights efforts made by the City to improve citizens quality of life. In accordance with the required citizen participation plan, the City has observed a 15-day public comment period. No comments have been received at this time, but should any comments be received between now and the end of the comment period, staff will include those comments prior to the presentation to the Commission.
