BACKGROUND:

Background

The funds required for this project are available in the FY 25/26 budget as approved by the City Commission in the amount of $2,388,770 plus 10% contingency for a total of $2,627,647.

 

During construction of the 4B project, two (2) artesian boils presented in the construction site on the west side of the Lake Monroe Boat Ramp. Construction was halted and the project was terminated. Plugging of the two (2) artesian boils is required for restoration of the site by regulatory agencies involved in the original project. Geological Engineers with Nadic Engineering and Hydrogeological Engineers with Connect Consulting provided a scope of work for the restoration of the artesian boils. Mead and Hunt provided a scope of work for the restoration of the Boat Ramp, Dock, and overall site restoration. A competitive bid was listed on Demand Star in which three (3) bids were received on 3/9/26. The low bidder withdrew their bid on 3/11/26 and the remaining bids were disqualified due to errors and omissions. The project scope was revised, and the new scope was submitted on Demand Star on 5/11/26. There was a mandatory pre-bid, and bids were submitted and opened on 7/9/26. There were four (4) qualified bids received. The qualified low bidder was Carr and Collier, Inc. with a bid of $2,388,770. Carr and Collier, Inc. has performed utility work in the past for The City of Deltona with positive results and no negative issues.
