BACKGROUND:

Background

The City utilizes an agent of record (insurance broker) to administer its employee insurance plans such as life, health, dental vision, and various other insurance lines. On January 6, 2026, the City issued Request for Proposals #26015 (the “RFP”) seeking qualified firms for the provision of broker / agent for insurance consulting services. The City received three responsive proposals to the RFP.

                     Mark III Brokerage, Inc.

 

A Selection Committee was formed to review and score the proposals. Due to the limited response, the City’s Selection Committee shortlisted all firms and had them make presentations to the Selection Committee and participated in a question-and-answer session thereafter. The Selection Committee scored each firm on weighted criteria which included:

Based on the independent scores and interview process, Gehring Group received the highest rating and a 500/500 total point score. Gehring Group is the Selection Committee’s recommended agent of record for award.

 

The awarded contract will be for the provision of actuarial services, COBRA administration, flexible spending account administration, online open enrollment software, and Affordable Care Act reporting services and all other lines of insurance coverage required by the City. The contract will be for an initial term of three years, commencing on October 1, 2026, and ending on September 30, 2029. The contract offers two (2) optional, 1-year renewal term. The cost of services will not exceed $237,000 over the initial contract term for the items covered per RFP #26015.

 

All contracts will be issued per the terms and conditions of the solicitation.
